I see you are in NY... this shop is in NJ - not sure how far of a trip that would be for you, but they are highly reputable in the detailing world! May want to give them a call.

$1000 for paint correction is quite steep, you could expect $500 easy - more depending on how bad of shape your finish really is in. Some jobs can take around 20 hours to complete if your car really is that abused.

you need some serious polishing

you can get a DA and learn to DIY

or you can go to a professional that uses rotary, which are more heavy duty and much better for swirls

if it's really bad, you possibly need wet sanding first

I'll second the Turtle rubbing compound for the bigger scratches. 2 applications of Nu Finish polish should take care of the swirl marks.

Start with a basic detailing kit, including clay bar and polisher. You can step it up and get a machine polisher and try some mild compounds to see how much you can get rid of. But first, do some research as it's easy to ruin paint if you have no experience .
