If you sold the wheels, what would you be riding on?

My recommendation is to hold off on paint. Who knows, maybe next week or the week after someone is going to hit or scratch your car paint.
or his wheels gets jacked. get the shiny paint bro.

It depends how bad the fading is. You could restore it and make it nice and shiny without painting if it's not completely ruined yet. It just takes some patience and work and you can polish and buff the paint back to life until you can save to have a nice paint job and keep the wheels too

Depends how bad your paint is.

It's crazy what you can achieve with a little elbow grease.
Have a shop detail the car all around in a nice and smooth finish if you cant do it on your own.

I had a matte faded blue color on my trunk on one of previous cars. Makita / porter cable and some 50$ of products made it come to life like it was freshly painted.

Or whole car jacked and getting either is pointless.

Chance of getting wheels or car jacked is much lower than door dings/scratches.

Pics would do well to see the current state of the car.

2600 for a paint is cheap! I get quoted around 3500 for a 3 layer paint job.
I would sell the wheels and get the paint job.

2600 to spray half a car is insane. Its not a new car you dont need high end shop to do a repair job. Per panel depending on what is needed 150-250
