Not a great idea...but my dash sticks in finger nails when I accidentally scratch it....and no my nails aren't long...
The material the dash is made of sucks, point blank...I doubt you want to plasti dip it...you might do better getting it upholstered, by a professional, in addition plasti dipping it doesn't change the durability just the color unless you're doing many coats....

The reason why Lexus uses this material is to reduce glare for drivers. My previous owner wiped the crap out of the interior with armor all shiny crap
Took me forever to take it all off with a diluted degreaser.
IMO flocking the dash would be a nicer idea, although I've heard that its a pain to keep is clean since it likes lint.
