auto adjusting headlight problem.

Ok so i have my 2007 is250 rwd for 2 months now. I have been researching alot Enfough to drive my wife crazy.
My problem is when starting the car the headlights set them selfs (go up then down). The passenger side do down more then the drivers and starts to flutter, like its off track or something. Then they both level out to the right setting.
Only mods are 6000k lows.
When i first got the car the lows were pointing at the ground, i couldnt see 10 feet in front of me.
I adjusted them using only the ip and down screw on both headlights.
I didnt count turns because they were way out of wack to start with.
I have them where i like them but the flutter at start up is driving me crazy.

Alright thanks yall, i have to pull a motor tomorrow, but as soon as that is done ill pull the car in and give it a go.
The bulbs are not oem. They are chinese aftermarket.(cheap) but i have used this company before in my evo and they were fine.
