Hmm looks like there's a lot of different settings for the lights. Mine, when in "manual on" will stay on for a bit if i lock the car just once. But if i press lock twice, the lights turn off instantly. As far as getting the LPS done though, some dealerships will still do it for free since its so simple to do. If you know a tech well at a Lexus dealer, its even easier to get it done!

Anyways you can just get one of those and change your car settings.
I've got one of these cheap cables. It only wants to change a very limited number of settings.

I can only access the air conditioning (smog sensor) and the fuel consumption readout (metric or imperial readout). Nothing else works. The software just goes nuts if you choose any other option (e.g. lighting, door locks, etc.)

Go to Lexus dealer or Toyota. They can go into car ecu and adjust the time as u want. They can also adjust the door lock time, auto lock or manual. Everything can be done with dealer computer.
