Yup, all you need is a pair of D4S bulbs

Now that we've figured what to do for the low beams, what should I do for my fogs? What type of bulb should I use? I have the stock 2009 Lexus IS fog housing.

I need to buy a whole kit for the fogs?

I was just about to ask what should I do about the ballast for my low beams and everything else. Can I just buy a D4S bulb and slap it in? Or would I need to buy other stuff too?

For your low beams, all you need to do is swap out bulbs because since you have stock HIDs, you already have a ballast.

Your fogs come halogen from the factory so you need a kit, a ballast and bulbs.

My 2009 IS250 HID low beam is really dim, even my 8000K HID fog light is brighter than my headlight, do you guys have any suggestion?

Your bulbs are probably starting to die, get a new set and swap them out
