I currently run 3000k HIDs in my fogs and absolutely love them. I find they really are a functional upgrade as well as a cosmetic one.

Correct me if I'm wrong, but I hear that the fat ballast provides a deeper yellow opposed to the thing ballast that provides more of a neon green color for the 3k HIDs?
The size of the ballast should have no effect on the color output of the bulb. A "thick" ballast will not necessarily provide a different color than a thin bulb. It has a lot to with the actual bulb and the technology used in the ballast.
