Default HELP! SOS! Swapping snow tire and stuck...

Okay to make long story short I'm swapping to snow tires right now (on steel wheels) and I'm stuck

I had changed to aftermarket wheels earlier this summer (XXR 527) so this is my first time swapping wheels out after having the 527

Now my problem is that my steel wheels don't seem to sit flush with the studs
I have pushed it completely in where the wheel would not move anymore, and you can see a gap between the wheel and the vehicle (as stud is showing)

also included pictures of what the whole thing looks like...anybody know what's wrong?

BTW this is not my first time putting these snow tires on, this is my 4th winter already and it was always installed by myself except the first time when I purchased it. However I always had OEM wheels back then so not sure is this normal? I really can't remember how it's supposed to sit on the car

please help!

what it looks like right after i took off the aftermarket wheels:

i tried to put on the steel wheels and pushing with my feet so it sits vertical, you can see the gap:

i tried again with the lug nuts on (just by hand right now) and still u see the gap:

this is what the hub part looks like with the lug nuts on by hand:

is it because there's that extra "circle/ring" around the hub area that is in the way? am I supposed to remove that?

Yes, It looks like there are hub rings there for your aftermarket wheels. Those were placed there so your XXR wheels could fit.

that plastic piece is the hub centric rings

remove that and your wheels will sit flush....

next time apply some anti-seize to where the hub centric ring and the hub meet. or hit it with some pb blaster.
