You dont need to take off the bumper

I found it easiest to bend back the fender mud guard to replace the bulbs, some people will suggest access the lil triangle cap near the front passenger side to replace one of the bulbs but I absolutely hated it.

REMEMBER to screw in the bulb first THEN connect the wire.

It's very possible to do it without removing the bumper. Going through the fender lining will give you enough room to install it. It is, however, easier to mount the ballast with the bumper off.

cant tell by your description if you bought HID's or just regular halogen bulbs.

regardless, you dont need to remove the bumper, but I personally would remove it for more clearance especially if you do have HID's.

I would HIGHLY suggest removing the bumper if it is HIDs... So you can run the wires and mount the ballasts in good places away from the elements, etc...

If you are just using halogens - going through the fender liner is fine

You can easily access the back of the fog housings with just turning the steering wheel in as far as possible, popping off the clips and 1 or 2 screws, and pulling back the wheel liner.

Like others have said, you can go through the wheel well, but its much simpler to remove the bumper. Its not difficult to do

Yeah, I just installed my HID fogs without removing the bumper. It was hard to wire and mount the ballast with little room through the fender liner, but it's doable.

1. remove fender liner behind wheel well
2. remove the panels under the car
3. remove bumper

search in the DIY section and there is a guide of showing the HID foglight installation without removing the bumper. I did it myself following the guide.

Removing bumper does give and benefit of hiding/securing the ballast better.
