Default Car revs up in rpms as soon as it drops to 1000

If I'm rolling up to a light with the foot off both the brake and gas pedal and the rpms dip below 1000, the engine revs up to 2000 rpms quickly. Why would it do that?

Does sound like the car is downshifting. You'll definitely observe that when you have the PWR ECT mode on.
