Default Question about Mileage

I was looking at the Canada/Europe Lexus website and the same IS250 that is selling in US is listed with a gas mileage of: city:22, extra city: 44.4 and combined: 31miles/galon in those countries.
I was wondering why the US models with the same engine are listed with 21/29 miles pe galon.
Is it a different engine of because the gas is cheaper in US the engine is modified to get worst gas mileage.
21/29 it is a very bad gas mileage for this car. My previous car was a 2000 acura tl with a way bigger engine 3.2/225hp and was listed with 19/29 and was 10 years older than my Lexus.
What is your opinion about this?

I am going to guess that the USA just has slightly different methods or standards for calculating gas mileage.
