I just bought a 2006 is350. I have HID halos HID high beams but regular low beams?!? How can I tell if someone just didn't want to pay to replace the HID bulb and put regular head lights in or I need a hid kit?

It is NOT possible to just stick a halogen bulb in there. The connector for the OEM D4S HID bulb is not only a completely different design, it's also electrically different operationally. There is no way to just stick a halogen 900-6/4/3/1 or..h..1/3/..etc bulb in an HID housing. It won't even sit in there properly. Assuming it is an OEM HID set up.
Now.. possibility of it being a Halogen set up to begin with and was converted to HID with a plug-n-play kit is not out of the question, and someone can just replace that with a halogen bulb and plugged it the oem wires right back.
And umm.. what are HID Halos? And can you take a picture of your set-up? HID high-beams? That just doesn't sound good at all.

Ok. Looks like either your lights were modded or they're aftermarkets. Pull out your bulbs and see. Halogens and hid bulbs look very different. Instead of using halogen projectors with pnp hids, Maybe its time for a retrofit. Just sayin'. It's a possibility. You'll get much better output. Personally, given the choice between halogen projectors and plug in play HID's in them I would go with the halogen bulbs but that's just me.

Stock is350 does not have HID high beam.
Stock is350 use high beam bulb as DRL at lower voltage and thus will look yellow as DRL.
Take a look at your high beam bulb from outside, you should be able to tell it is HID bulb or halogen bulb. They look different. Search for 9006 HID bulb and 9006 Halogen (or look at your fog light) bulb on google.
However, it will be strange for someone to put in HID kit for high beam since the ballast will not get the right input voltage when running as DRL, unless it is specially retrofitted.
For low beam, you need to take the bulb out to see if it is HID bulb or halogen. And you should also search in the engine bay to see if there are any aftermarket components (ballast) mounted somewhere.
