water marks on glass?

I've tried stoner Invisible Glass wipes, windex, another commercial grade window cleaner. I even tried some bug and tar remover to see if that would break it down. It only shows up when the glass is wet ie the rain or a wash. I'll try some lime a way and see what happens

Chances are if they are on your windows they are also on your paint.
Water spots are caused by minerals in the water (aka hard water) and can easily etch into your clear coat and even into the glass if they are left untreated for even a short amount of time. Your clear coat is more vulnerable, as it is softer than the glass, however all exterior surfaces can be harmed by hard water spots.
If the spots are not too severe, a vinegar and water mixture can sometimes be used to help break down the minerals and remove the water spots.
If the spots have in fact etched the surface, the only way to go about removing them is through machine polishing. If this is the case, you will need to thoroughly clean the surface (whether it is clear coat or glass), followed by decontamination with detailing clay, and then machine polishing.
Some water spots are very difficult to remove and should be handled by a professional detailer.
Example of severe water spot etching on paint:

^You can see that the left hand side has been dramatically improved via machine polishing, however there are still several etchings that were deemed too deep to safely remove without possibly compromising the clear coat and exposing the base coat (this car had VERY thin paint).... it is always better to err on the side of caution.
