Well first off why would you wash your car when it is going to rain? Your just wasting time and energy that could be more productive on something else.
Second if u are going through with it, as for claybaring I dont see why it would hurt. The rain would make it easier since u need a soapy solution to evenly clay bar your car. Just add soap or meguirs or mothers car wash.

rain water, after the first initial few drops, is technically the cleanest water you can get. However, you would want soapy water to claybar your car, rainwater might not be as easy

Like others have said, you need soapy water or clay lube, something more than water to give it some lubrication when you're claying. Do spot checks around the car with a lunch bag after you wash it and feel for rough spots. If there aren't any you wouldn't need to clay yet
