Low beam pass. side headlight on & off

Low beam pass. side headlight on & off
Is the bulb going when this happens? It works when you start but after it's been on for a while it sometimes goes out. Dealer said they either are working or blown..I don't know if it's the bulb or something else.

If it's a halogen bulb then it makes sense that the dealer says it's either working or blown. But for HID it can easily work for a short time and go off. I've been through a couple HID bulbs and this has been the same experience for each.

if it's HIDs, I would assume the ballast on that side is going bad. Rarely do the HID bulbs turn on and off unless there's a problem with the wiring... Once they're bad, they just stay off. On and off usually indicates a ballast problem

I talked to a guy who works for a Toyota dealership in service..he's sure it's the bulb..he says the same bulb with the same issues are happening with Prius's..he says he's never had to change a ballast yet, so he doubts it's that
