Hello nOOb! I had Strasse Forged wheels with chrome lips. Ive also had Many chrome wheel sets. The ONLY way to repair that is to re chrome the entire lip. They'll sand it down to smooth it out and have to chrome again. That's about $300. There are a few chrome platers in the Bay Area. You'll have to disassemble the wheel and sepwrare the lip. If you want to fix it yourself things you will need would be:

1. bondo
2. primer
3. 220/320/400 sandpaper
4. chrome paint (i think dupli-color has a pretty good match and can be purchase thru pep boy or walmart

You will want to clean/prep the wheel REALLY CLEAN then sand it down to smooth surface, apply bondo then sand it even more to level with rest of the wheel. then primer it and paint it. Make sure you clean the surface really well before primer or paint.
