So I'm planning on doing the same since the dealer screwed the license plate bracket and created the same looking volcanos on my bumper.
My plan is to use masking tape around them and use a multi tool with a plastic polisher/sander and shave them down as close as I can without ruining the bumper.

What in the world? Still boggles my mind why a Lexus can't have a license plate bracket that doesn't involve drilling directly into the bumper. It's not rocket science, geez.
If that were me, I'd tape multiple layers of masking tape, around the holes, and make it really thick to protect the bumper. Then i'd sand it down very carefully. Then plug away.

After you get those tape the area around really good and hit it with a sander. Start with a aggressive and work your way up until it's smooth and straight.than hit it with some primer and insert the bumper plugs to hide the hole.don't sand the area wider than the head of the bumper plug
