Does anyone know if there is a cover available to cover the brake hubs once they rust or is my best bet painting the hub with something along the lines of the RUST BULLET or POR15?

I painted mine with brush on caliper paint.
Took the rotors off to do it. Also did calipers at the same time.
Be careful though, some people have issues with rubbing after removing the rear rotors. Mark everything so they go back on exactly where they came off, that should help.

If I paint them, it'll be with a brush & I won't be taking anything off except the wheel itself.

I got OEM rotors for the back and they have a coating on them so this level of rust doesn't happen right away. Cheaped out when it came time to do the front rotors though so now I have this issue too... OEM next time!
Not sure caliper paint is the way to go. Rotors get way hotter than calipers. Maybe a flat manifold or header paint would be better suited.
My wife thinks I'm crazy for obsessing over stuff like this. Most chicks just don't understand do they? haha

At the time we got them done, we had performance brakes put on the front (they're fine) but they didn't have the same ones in stock for the back, so she went with what she thought was the OEM.
Now she's upset and I'm the one who gets to fix them. I knew the OEM were coated so I realized these weren't when we took off the winter steelies.
Fronts look fine though.

I was washing my car yesterday and noticed yet again how the rotor surface where the brake pads don't touch the rotor are rusted because they aren't painted (like the hats are) from the factory. Boo!
