What would you pay for this IS350? Need your Expert input!

You stated he transfer the isf door panel. Isf do have memory seat doesn't mean you car does. Get the idea but incase I'm wrong does your memory seat work? If not I stand by the premium package. Telescope easy to spot when you turn the car on it move to your set position. Car turns off the go back in to it home postion.

I drove the car... Drove nicely and looked amazing, but the guy won't go down from 21,400... I think that's too high, even for its amazing, unique look...
What are your thoughts on this, guys? Walk away right?

I wouldn't buy a car that has been in an accident unless you take it to a mechanic and body shop to make sure there is nothing hidden, or came with warranty. Buyer be ware!

What options are you missing BTW?
Would a Lexus PPI do well enough, Carlos?

it's worth $21,500.
if it's at a dealership, offer $20k out the door ... all fees plus taxes included...$20k total.
if it's a private party, offer $19k out the door.
if they say no... tell them u want to get the car pre-inspected at Lexus dealership and deduct whatever Lexus finds wrong...this should bring the price back down to $19k range.
make sure they already done 60k mile major service - change spark plugs, etc ... this service cost around $1500.
