Visit some tire shop like NTB, Pep Boys... and all of them refused to repair it. They said replacement is necessary. I hate it as it is my rear tire. Just replaced front tire two month ago...
I worked at a tire shop before and it could be patched, but it's not recommended. It's a liability issue if someone repairs it, because it's close to the sidewall.
From my experience, A patch can fix it, but I wouldn't want to drive on it long. I know it works, because my service manager would ok it, especially if he knew the customer and knew they wouldn't buy a tire. They'll hold, but they are not expected to and you risk weakening the sidewall and having a blowout.
