Does this mean the HID is fried? Do you have to remove the bumper to take the headlamp out? Where do you get the replacement HIDs?

There is a possibility its fried . The only way to tell is to replace, or swap the bulb with the other side and see if it lights up.
I had to replace BOTH of my head lamp assemblies in about a 6 month time period due to water intrusion. Both times I noticed water in them after heavy rain storms and about 2 weeks later the headlight was out. I called my insurance company and they covered it with a deductible which I was ecstatic about since a new headlight assembly was about $900+.

might be under warrenty.
lexus has a TSIB for this condition. it might be under warranty. the blasters for the hid are in the headlamp assembly and moisture gets in and its starts to grow the white crusties. i would call the dealership and ask if its covered.

TSIB, will probably not apply anymore since the IS is an 06. However on the RX330, they are honoring to replace headlamps with moisture issues. This could be a safety issue concern. Leaking headlamps with condensation will lead to lights being out. Lights are out, can get you into an accident situation. Toyota is so sensitive to recalls and defects nowadays.
My RX330 headlamp which leaked and had condensation after I sealed it has not leaked...knock on wood. I have heard that when you bring in a headlamp with condensation, they will almost replace it, unless the crack-leak did not occur due to an accident.
