Maybe doubled check everything again. All screw and bolt and hose is tight and connected correctly.

Thats the thing. I didn't took the throttle out . I unplugged the battery and removed the air tube thats it .with my fingers i opened the throttle plate and cleaned it . After that i let it sit for like 3 hours put everything back and started the and the idle alll it does is goes up and down. Maybe theres a relearn procedure?

Drive it for 30 or so minutes and see if it stops, it's most likely going through the relearn process.

Take off the negative terminal again and leave it off for 30 minutes. Connect it then drive for a while again. If it still persists after that, check to make sure everything is tight again (well, you can do this first).

^Agree, try forcing the car to re-learn by disconnecting the battery for a while. Over time the car has learned that there has been a slight carbon build-up on the TB; now there isn't. The parameters of the ecu are immediately seeing issues because of this. Hopefully the simple reset can fix this. After the reset, give it a week to re-learn.

I don't believe any permanent damage occurred; however drive-by-wire TBs can be temperamental.

Good luck!
