Ive been reading in the forum and it seems like the DRL on the 2008 Is250 is the same bulb as the high beam but my problem is that the drl bulb on the passenger side is not working but if i turn my high beams on it works. Is there something wrong with the connection or should i just replace the bulb?

Try to swap the bulbs and see if the problem occurs on the other side. If it does it could be a faulty bulb, If not then its something deep than the bulb. Good luck!
