Timing Belt - Lexus IS350
I just purchased a used 2007 IS350 and the car. I had been driving the car all day and that night, the car would not start. I had it towed to a Lexus dealership and they said the fuel pump and water pump were bad. When they got into it, they said the timing belt had broken and insisted I need a new motor because it might not run properly after changing the timing belt. Has anyone else ran into an issue like this?

Car doesn't have a timing belt, it has a timing chain. I'm going to assume they meant the serpentine belt. I have a hard time believing all that, may just be the usual dealer BS. Though, it depends on why the belt snapped. From age/mileage? From the water pump seizing (or any of the other pulleys)? Have them (or yourself) put a new belt on and see if it starts if none of the pulleys are seized. Fuel pump shouldn't really have anything to do with it here.

The car has 94,000 miles on it. The repair man at the dealership said something about the valves....I am not quite sure what he was saying. But, he said they had to remove the belt to get to the water pump and this is when they noticed the belt had broken. The car still would not crank, which led them to believe the motor had locked.

As was said, there is no timing belt on the engine, but the story sounds a bit more confusing than that. The engine has a serpentine belt and a timing chain (3 chains actually). The serpentine belt indeed comes off to change the water pump, however is unrelated to the engine starting or the valves. The timing chain on the other hand, if it broke, the engine would definitely not run, and it is also possible that some valves have bent if the chain did in fact break.
Find out if they mean the serpentine/drive belt or the timing chain. One is not that big of a deal (get a new belt) the other is potentially a pretty big deal (replace major engine components, at the very least the chain, probably a few valves, etc. - it would be an engine teardown).
