They'll work, but they're your generic run of the mill cheap LED bulbs. Light/brightness may not be uniform, light distribution may also be pretty uneven (but, LEDs will almost always have non-uniform light distribution in a housing not designed around it regardless if they're cheap LEDs or quality LEDs).
You ought to consider something from V-LEDs. http://www.vleds.com/shop-bulb-numbe.../360/6-5k.html or http://www.vleds.com/shop-bulb-numbe...6-w-5k-ll.html
Both are all aluminum construction, they'll run cooler and live longer. The HO ones will be brighter, about 180 lumens. The long life ones, like their name, will last longer than the HO, but put out about 90 lumens. IMO, I'd go with the long life ones. 90 lumens is already brighter than a halogen 194 bulb that's around 25 lumens.

Yes and no. The mirror has to come off, which most people may be a bit scared to yank off. Otherwise, I believe just a few screws hold on the front cover and then you can access the bulb. https://www.clublexus.com/forums/is-...ight-bulb.html
How do you swap the license plate bulbs has anyone done it?

I was able to change mine without removing the mirror. I positioned the mirror to expose the outer bottom screw and removed it. Then I positioned the mirror again this time expose the outer upper screw then removed it. You could then use a plastic wedge tool to pry open the housing on the bottom just enough to pull out the puddle light housing.
