Correct, have one set of wheel sensors programmed to the car as the main set, and the second set programmed as the alternate set. You can select between the main and secondary sensors using the set of controls (looks like < O > ) to the left of the steering wheel whenever you mount or dismount your winter wheels.

just to update and close out this thread, I gave up on trying to make 3IS sensors work. however I still think they could have worked if I set the system properly!

as a last ditch effort I took the car the dealership (gasp, yeah I know) and had them inspect the car for this issue only. they said nothing was wrong, reset the light, and like before the "check system" light came back on a few days later. I took it back and they claim it needed all new sensors (despite them reading good battery levels). i declined since they wanted $800!

by this time I needed new tires so when I got them done at America's tire I sprang for the correct sensors simultaneously (the receipt said VDO "blue" sensors - $60 each, possible same as 3IS? may never know).
they programmed everything and i drove away without any lights thinking i was home free, but alas the "check system" light comes on yet again a few days later.

i checked the car and found the TPMS was set to "2nd" instead of "Main". selecting the mode to "Main" cleared the light and it's been off every since...hallelujah!!!

i was going to try this if nothing else worked:
