Default Radiator cooling fans both work on low speed

2007 is250 both fans come on low speed when ac is on when car is first started for the day. When the car reaches operating temp the passenger fan goes into high speed and the driver side fan cuts off never coming on again. Both fans should come on in high speed.

I think with AC on both fans will come on. With the AC off just 1 fan should only kick on.
