Default Fixing bad hood touch-up job before doing a clear-bra?

3rd owner of a black IS 350 (2007). I guess I was naive or careless or just too excited when I bought it and didn't give it as good of a look over as I should have but the price was right.
Anyway, as you can see in the pictures, my hood and front bumper has had a terrible repaint / touch up job, you can see they actually scratched the car where 'touch up' was done. I'm not familiar with the different methods but looks like they used sand paper to me. The front bumper has been flaking off paint and I suspect its a crappy aftermarket paint job from a previous front collision.

I would like to get my front end and hood looking better so I am planning on purchasing this replacement bumper and doing a clear-bra over the entire thing. I also would like to clear bra my entire hood and side panels (I have a buddy that can do it pretty cheap) but I don't want those gross touch up areas to be there like that.

My question is what should I do about the hood? Have it repainted? Can a small amount of touch up be done over that with better matching paint? And is that bumper that I linked acceptable or will it look too 'new' for my car?

Best proper way is to get your hood and bumper redone st the body shop. They usually sand it down. Premier and paint it again. Then you can do the clear bra. I would have done that to my car. If I get enough money to redo it again. My opinion.

The touch up paint and the scratches around it can be wet sanded down and then compounded out. Looked like the car needs a complete detail and paint correction from all those swirls in on the hood.

This. I would just do a complete detail as the whole vehicle looks like it's badly swirled and wait and see how it turns out before considering a new bumper and hood. You'll want to find reputable detailers in your area, not just some little car wash. It'll cost a bit of money, but it'll be worth it.

Like others stated, those are some serious swirl marks. A proper bout of paint correction would make it really shine, that's about as bad as I've ever seen it. Practically zero reflection off that paint.
