Cooling Fan problem

One ( slow spinning fan) of the two coolinf fan does not working.
When A/C turn on Two all ( slow & Fast spinning coolinf fan) working.
But when A/C turn off only fast spinning cooling fan worked.
does it work normally?
or slow fan have a problem?
I think cooling fan mortor is OK (when A/C on Two fan all work!)
If it have a problem what causes a slow cooling fan not to work?

Thank you for your reply.
My car engin temperature is normal.
When engin is started Just fast spinning cooling fan only work cyclically.
As the engin temperature rises slow fan seem to be passed.
I doubt temperature sensor.

If I were you I'd wait until hot summer. Now your engine temp. being normal I wouldn't worry for the time being. If it acts up with higher than desirable engine temperature specially with A/C running full blast in hot weather, the trouble-shooting would be easier. It may even throw DTC for you.... BTW, May I ask which Lexus vehicle you drive?
