It sounds like he is wondering about the F-Sport bumper, not the IS F bumper.
The bumper and headlights will be a direct bolt on to your 2007 (with some other miscellaneous parts like the brake ducts and under covers, etc.), however the wiring of the headlights will need to be modified to allow them to work properly on an older car (there is information about this on the forum). Additionally you will need an adapter or to change the connector for the fog lights as they are a different type of bulb.
There seems to be slight confusion with those names. IS F Sport is just updated bumper and grille that fits older models 06-10. Somebody correct me if I'm wrong.
ISF is another car and the front bumper will not fit without modifications.
