2007 Is350 Loud Gas Smell Driver Side

At times when I'm driving I smell a really loud gas smell inside and a very loud gas smell outside of my car as if i'm at a gas station. When I lift my hood the smell is visible on the driver side near the driver door. This is bothering me there aren't any signs of a leak on the ground but there is some oily residue on one of the hoses. What can this problem be?

I have been driving around with a gas smell for a while. I usually can smell if after I park my car in garage or during a cold start. I brought my car to my mechanic and he was able to find that the fuel rail is missing a damper or something. I googled and found this post which is the exact problem that I have. I'm not sure what you mean by "loud". But if the odor is strong, I had the same issue and there is a recall:

On my sons 350 the fuel rail on the drivers side had a very small phillips head screw that had backed out and landed on the intake manifold. I thought its was the injectors for a few days. It would pour fuel out while driving.
