Sounds like a candidate for wiring inspection of the steering ECU.
On old hydraulic systems it is not uncommon to have internal leaks creating this condition. On an electric assist unit you need to unplug the connections at the rack, the steering ecu, and **potentially** the steering column.
You are looking for corrosion, burns, growth, any kind of discoloration from heat damage. I would start at the steering ECU below the battery.
disconnect battery first.
Also after cleaning the connections it would be wise to coat the pins with dielectric grease to prevent corrosion/oxidation. That said d-grease will not stop either of these once underway.
