Speedo gauge off by ~4mph

Hi folks,
Strange issue - i noticed recently while using waze navigation app that the speed displayed on my speedo gauge is faster than what i am actually doing. For example, when my speedo needle is showing 65mph, i am actually doing 61-62mph.
When i begin driving from a rolling stop, the speedo needle does not move from 0 until i am going about 4mph. Even weirder, the configurable orange ring on the speedometer is set to 65mph. It doesn't actually turn on until my speedo needle hits ~69mph, so it appears the computer knows how fast I'm going, but my cluster does not.
Has anyone experiencing this issue? I have stock wheels and normal sized tires that have normal air pressure in them. I did have the TPMS sensors replaced last year, but i only became aware of this issue recently.

I have noticed my speedometer reads ~2-3mph slow at 60mph according to the GPS on my phone, when checking my speed through the obd port it matches the gps speed. I wouldn't worry about it too much.
