Intake Manifold Valve Issue?

Intake Manifold Valve Issue?
Valve shown in the video is actuating on it's own at idle. Turning car on and off again makes it behave normally, but once I rev to around 3-4k RPM, the valve starts actuating on it's own again. Nothing noticeable occurs when driving. OBD codes show P2009. Haven't touched anything under the hood recently.

I don't know if the motor just went bad or what. I did find this post it's in Russian so I have no idea what they are saying.
Look at the last post of the thread. Hopefully it's something as what the issue was for a member.

I'd say the motor works fine. I'd lay odds on it being a bad input and it is acting based upon a faulty input.
I'd be inspecting connections.
For that to actuator to move it thinks the engine is at RPM (>2500 rpm?) TB is open, MAF is flowing a volume of air.
I'm just saying I wouldn't be shocked if replacement didnt fix it.

Yeah the CEL triggers around 3500 RPM and the valve just keeps opening/closing. The connection on bank 1 looks okay but I'd have to remove the throttle body to pull it out. Bank 2 looks like I'd have to remove the upper manifold to get to.

Sounds similar to an issue we just resolved. If the intake manifold runner motor isn't engaged, your valves may be able to open & close freely on their own. Hopefully this helps...

Thanks! I think my issue is a little different since when I touch the linkage it does not move back and forth very easily, which leads me to believe the motor is engaged.
