Mystery Part

This piece came with my used car and I can’t for the life of me figure out what or where it goes. Can anyone chime in? I’d like to just throw it out if it doesn’t belong in the car. Thanks!

Haha that may have been why. I did a google search and it seems like I may be missing some clip thing on top. I actually tried to fit it in the armrest but couldn’t figure out how to make it fit.
