I have a 2007 lexus IS250 with 145k miles. Just replaced my tires and was advised to replace shocks/struts. trying to get an estimate and not from a lexus dealership and lastly is it safe to drive the car?

As said, not inherently dangerous. But can compromise traction in certain situations. Basically don't drive crazy.
Labor for such a job should be around the $200 (if you find a really good deal/honest mechanic) to around $350 (your average walk in price)
You can DIY fairly easily with basic tools and a garage.
