They're most likely your typical chrome addition for a car, plastic with a chrome colored coating. Installed with pre-applied 3m tape. Fit may not be 100% perfect.
IMO, they're tacky on these cars considering the lack of chrome we have (or I should say they're tacky regardless), but again, that's IMO.

Damn it, they stole my idea :P i was thinking of doing the triple led retrofit just like the above. Would be great if someone pulled the trigger on these and report the findings.
