Factory hid headlight problem

Factory hid headlight problem
I have a 07 Lexus is250, factory hids both of my headlights do not ignite I bought new ballast and put them in and the left driver side lit up 3-4 times when I cycled the switch off but won't turn on again on neither sides, the connector that goes into the ballast is getting power on both sides I checked it with my light meter so idk if it is the ballast or both bulbs??

Swap the driver and passenger bulbs. If the problem moves to the other (driver) side, it's the bulb. If it stays on the same (passenger) side, it's the ballast.

Have you worked on it yet? Any chance you or someone else handled the bulbs and left finger prints on them?
That is all it takes to fracture them allowing the gas to escape.
In short the Old D2 bulbs had mercury in them and lasted 10 years. The D4's do not and seem to live about 5 years whereby they ignite, get warm and shut off or idle at state of half lit. They are the weak link so I would start with new bulbs if these are aged.
Even new out of the package I clean them with methonal and lint free cotton. This leaves no residue.
EDIT: never mind, just re-read your post. Worked on - yes!
Buy new bulbs!

i got got new bulbs and tried it on both sides and also got new ballast the connector inside the headlight going into the ballast is getting power how do I get if ballast is getting power to the bulb connector ?

in my experience, a great indicator of an HID bulb going out is that it take a few cycles (off/on) to ignite it!
of course a ballast could also go bad, but I see the bulb going bad first rather than the ballast.
to the OP, it think you have two bad bulbs making you think it's the ballasts.
having a known-good bulb helps troubleshoot and confirm either.
