I don't know of any vehicle manufactured by Toyota for the North American market that is pre-wired for rear fog lights. For example, your IS250 has a different rear taillight than the IS sold in Europe which has a place for a rear fog light bulb. And the North American IS does not have a fog light position on the light stalk like the IS in Europe does.

It's much easier and far less expensive to instead add a separate rear fog light module to the back of a vehicle, fabricate a wiring harness, power it from the headlight or front fog light circuit, and install an on/off switch on the dashboard for it. If you are taking your IS to a European country or to the U.K., I suggest you check local regulations. I think it was around 2012 that a new requirement was implemented that essentially meant using a latching relay to prevent a rear fog light from being inadvertently left on. I remember reading that it is sometimes not required to implement this feature on a vehicle that is being imported.

Attached are photos of the LED rear fog lights I've added to two current vehicles. I purchased them on eBay Germany from seller "Lights for Bikes". These rear fog light units are EU compliant and have the mark of the Netherlands approval agency. They are sold primarily for use on non-complying vehicles imported into Europe.



Edit: Also, if you are taking your vehicles to Europe long term and really need to make them fully compliant, a rear fog light is only one of the requirements. For example, amber front running lights are generally prohibited. Low beam headlights emitting more than 2,000 lumens require headlight washers/cleaners.
