That is interesting. I'd start with unplugging connections and inspecting pins for damage, growth, burns, discoloration. Unfortunately I don't think you can reach the the main connectors at the head lamp housing easily.
That isn't my vehicle, just a example but in my case. I have one side that I bought as a loaded set from Sewell which works fine. My driver side was damaged so I bought one from local dealership here and I believe it's a stripped version. The new one flickers like that in the video and does not light up at all, all other lights in the housing works. I think it just needs to be rewired ?
What year is your car? If it's a pre-2011 or 2011+ that came with halogens, you cannot just buy it from Lexus and plug it in, you will need to rewire it. In the video, it is a 2006-2008 car as well.
If one side works, make the wiring on the other side match it.
