Probably a dumb question, but what's the proper/best way to remove the cover? It looks like it's welded into the bumper at one point in the bottom right and I'm afraid if I pry it off with a flathead screwdriver it'll chip paint. Is the weld usually standard or is this a weird case?
Pop it open from the back if you can, or use a felt tipped pry tool, or just push in on one corner. Itll pop off in any of these ways if youre careful.

I don't think that is a weld. Nothing like that on my tow hook cover. Has your bumper been resprayed? In the picture, it looks like what you are calling a weld is actually a drop of paint..
