If the cables are good, and the solenoid wire applies enough energy to power the starter solenoid but not engage the solenoid and move the bendix, your stater is bad. You could try a new solenoid but likely need a new starter.

Did you try jumper cables as ya, in some cases a low battery can lead to no engagement but the motor spins.

Thanks all, yup it was the starter! $269 for new denso starter and $400 labor.
