Should both fans be spinning on the radiator dual cooling fan assembly???

^^^ "Tried" with no conclusion isn't a clear answer IMO as I'm not there. The only confirmed thing I know is the one motor is dead as you jumped it w 12v and it didn't spin.
Do you have an ohm meter?
Read your owners manual but I think RAD1 RAD2 are the fuse labels. Could be mistaken.

So I had the shop put on my new shocks and mounts and had them look at my a/c. They said it reclaimed .66. They recharged it for me. They sprayed it down with the dye so they can see where the leak is coming from. So if the cooling fan isn't blowing ever could it be possible that there isn't a leak and it's just the cooling fns not operating being the reason the a/c doesn't work properly?

When I unplugged FAN2 or FAN3 the radiator fan on the passenger side turns off. Do those relays both control that specific fan??
I didnt noticed anything when switching around relays in the FAN1 spot.

As for the plugs... are you referring to the connections that go into the motors? They aren't long enough to reach the opposite side.

The fan assemblies that auto parts stores, on-line and brick, have the fan motors. That is why it is called an assembly. If it didn't have the fan motors, all you would be getting is a plastic shroud.
But those assemblies are not Lexus parts, which is why the price is less. And sometimes the fan motors are not 2 speed like the factory used.
