Default Tire pressure sensor question

Got new rims - bought 4 sensors on ebay. 3 of 4 worked - one did not register properly (it was saying 1psi the entire time). So I ordered a new one on Amazon - I programmed it BEFORE I go to the tire shop for the to swap it. But it's saying 'check system'

I had a 4 runner before and when I had sensors go bad and I would register it before putting them in the tires the light would stop flashing and just be solid (since the atmosphere pressure was under threshold).

So before I spend $20 and waste an hour of my time - if the check system is on does that mean a DOA sensor?

Did the tire shop check each one with a hand held to see if they were transmitting?

I didn't ask them to -- that would be more $$.... It's $20 to dismount/mount a customer brought sensor

The question is what does the car say.... in techsteam it does not show any psi for that new sensor (when not installed in the car). On my old 4runner it would show up with 1-2psi. But show tire pressure low
