Good Evening , I have a 09 IS250. At times when pressing on brakes and changing gears I hear a cling noise. (Automatic) The noise doesn’t bother me as much but would like to know if it normal. It happens like this : From P to R (Cling) then to N (Cling) then to drive (Cling) and vice verse to P again. This noise is heard mostly outside of the car not from the inside.

My guess is that the shift linkage to your transmission is possibly bent. Is your car a RWD or AWD? My car is AWD, so the shift linkage is on the driver's side of the car. It is so close to the exhaust and body of the car that there is little room for movement. If the linkage arm is bent slightly it will hit either the exhaust, car body or heat shield. Each time you shift positions on the gear lever it causes that linkage to hit against something. Jack your car up and look at the linkage. If it's AWD it's on the driver's side, if it's RWD it's on the passenger side. You can tell what the linkage is by looking for the metal rod on the side of the transmission. Jack the car up, support it with jackstands and have someone move the shifter through each position. You don't need to start the car. Just make sure the car is on, but not started. Look at the linkage while the other person moves the shifter. Does it look like it's bumping against something? Find something like a large wrench or whatever to bent the linkage slightly so it doesn't hit against anything. Hope that helps solve your issue.
