My 2008 IS350 is a sport package WITH factory HID's . . . which a prior owner converted (why I do NOT know) to a LED type "bulb" which does NOT do the job.
The high beams (halogen not HID) work as Lexus intended - but the low beams are weak, unfocused and UNSAFE (at any speed as Ralph once said).
I plan to replace both headlamps with sparkling NEW OEM look "Rock Auto" replacements - and to save money, BIG MONEY - buy the halogen bulb type headlamp units.
The car was NOT originally equiped with halogen headlights so . . . . my question to the my.IS community is :
WILL THE POWER and WIRING be a simple plug and play ??? or (Buzzard Luck) DOES the fact the factory wired her up for HID's mean I HAVE TO use HID's as replacement units? Over $800 for HID units verses about $300 for halogens
From what I can tell looking at my car - this is what I have:

Cost: $409 a single side:
This old school filament bulb design is only $158

Am I crazy expecting the same 12V going into both types? or what, ANYONE DO THIS ALREADY? Who would downgrade from HID to halogen I don't know - but IF YOU DID PLEASE SHARE!!! - both of my 2008 original headlamps are old scratched fogged out need replacing - but what happens to a car with HID's? Does it mean a different voltage powers it?
I have no clue as to the health of all the"other" HID "components" - as I bought the car from a police impound auction - and it's history is unknown - it was abandoned by its driver last heard muttering to the tow operator - you can keep it - I already owe too much money on that car!"
So far, I have replaced its wheels (the right rear rim was broken due to hitting something) and tires - brakes-rotors-calipers (rear) wheel bearings (rear) ABS sensor ....lets just say it is a work in progress. The car has 150K and runs GREAT.
So - I need the collective knowledge of this group to help me with this rescue project -
- can I simply bolt on new halogen headlamp units and connect the factory wires and continue on my merry way ?

It's been several years but I helped one of my friends change out this HID headlights to halogen. His headlights were leaking water in and he didn't want to spend money on HID assemblies so he bough halogen ones. I think it just was plug and play. If anything, maybe you just have to rearrange the wire terminals on the connectors which easy. I replaced my halogens with those TYC ones you listed, they output and cutoff on those sucked.

they will plug and play, You need to pull the AFS fuse, which I probably think is already done of the previous owner put LED bulbs in.
Output and all that will suck.
May want to consider the VLANDs or the Depo 2011+ Halogens for alittle more money but much updated look.

Yes, halogen output will suck. I have halogen headlights and ended up putting in aftermarket HID's.
I think the easiest solution in your case would be to put in aftermarket HID ballasts and bulbs and you'll get good lighting again.
