How to Replace Right Bumper Bracket on 2012 IS250?

Have a quick question that I can't find the answer to myself. My friend's IS250 has a bit of bumper damage, and unfortunately a shop attempted to "temporarily fix" a hanging right bumper (where it meets the right front quarter panel) with wood screws. I am trying to fix the bumper, and understand I need to replace the entire right bumper bracket (part 52535-53011), seen here:

I can see that there are 3 clips that allow the tabs on the actual bumper to slot in, however I can't figure out how this bracket actually attaches to the body/frame of the car. Is there some sort of bolt I need to take out? Or do I need to remove the entire right front quarter panel to remove this bracket.
I've tried to look at guides and Youtube videos, but they only cover the removal of the actual bumper, and not this bracket piece itself.

If i remember correctly, the two portions that stuck up in that picture and looks like protrusions have screws on the other side. The protrusions poke though holes in the metal quarter pannel, then the screw(or bolt) causes the fins to not move thus locking the plastic holder in place.
