I wanted to know what mods can I do to get the most amount of horsepower out of my IS 250 without a turbo or a supercharger.

 

To be FBO youll need to get a full exhaust( midpipe and axleback), headers, and intake. And there's tune available from RR Racing that’ll get you like 22hp on your is250. Actually go to RR Racing's website and youll see everything I just mentioned.
