I will repeat myself, seal those with clear film, SprayMax 2K clear or some other protection. If you don't they will oxidize and turn yellow again.

So I went ahead and did the 3M headlight restoration kit using the power drill and then Meguiar's clear coat. Front end looks 10x better and as you can see there is a distinct headlight cutoff line again. If anyone else is having the scattered light issue and have some miles on your car, a headlight resto may be your saving grace. Thanks everyone for your help, but I'm just happy the solution was $25 and 2 hours of elbow grease to solve the problem. I need to look at the leveling issue because the pattern looks a little off. Kind of weird that against the garage the driver side looks higher, but when driving the passenger side looks slightly higher on the street.
Your driver side light seems to be aiming higher than the passenger side. There was a thread not too long ago about adjusting headlights here.
