im currently shopping for a is 250, and i have noticed a few of them have the rims all black, not aftermarket, but the stock rims but just black instead of the normal aluminum color. Was this a option from factory? or was this something that was then done by the owner?

No, there are no straight black rim options for the 2IS. Darkest they'll be is that graphite/dark gray color. They'll likely be plastidipped or painted by the previous owner if they're black.
